NEW TOP COP. Mayor Esmeralda G Pineda welcomes Police Lt. Col. Julius A. Javier (left) who will replace Police Lt. Col. Michael Jhon N. Riego (right) as chief of police of Lubao, Pampanga. Javier was the former top cop of Guagua town before being reassigned to take the reins from Riego who will undergo schooling to further his career in the police service.
